Introduction to BALCA

BALCA, a panel of administrative law judges in the DOL, was created in 1987 with the stated purpose to review labor certification decisions and provide uniformity. The standard for review of denial or revocation is de novo limited to the record of the application. BALCA judges are seated in four cities.
